Dr Victor Piriz Correa, MD, MSc

Senior Transformation & Organizational Change Manager | Human Resources for Health & Digital Health

Dr Victor Piriz Correa is a senior leader in organizational transformation and change management with over 20 years of experience in global health, human resources for health and health systems strengthening. He has worked with multilateral agencies (World Bank, AFD), international NGOs (MSF), ministries of health and consulting firms across Latin America, Africa, Asia and Europe.

He focuses on aligning strategy, human capital and digital transformation, including digital health, artificial intelligence, laboratory automation and One Health solutions, delivering measurable gains in productivity and efficiency. Rosario Berterretche

Is a physician specialized in Epidemiology, with a Diploma in Public Health and an International Diploma in Health Information Systems and Medical Informatics (University of Chile and Heidelberg University). Has completed all coursework for a Master’s in Health Informatics (HIBA – Buenos Aires) and is currently finalizing her thesis.

Adjunct Professor of Preventive Medicine and Social Epidemiology at the University of the Republic. Previously served as Director of Information Systems for the main public provider within the National Integrated Health System (2013–2020). From 2020 to 2022, worked at the e-Government and Information Society Agency (AGESIC) as Medical Director and Program Coordinator for Salud.uy.

Has also served as a PAHO NPC Consultant in Health Information Systems and Digital Health, and as Director of Telemedicine at ASSE, where she coordinated the Telemedicine Implementation Plan (2024)

Boris Flomin De León

Dentist with postgraduate studies in Health Administration, Family and Community Health, and a Master’s in Health Policy and Management in Europe and Latin America. I have more than 15 years of experience in the design, implementation, and evaluation of health services across all levels of care, including hospital networks and primary health care models.

I have led large-scale programs in operations, auditing, and quality, and have coordinated key areas such as nutrition, logistics, human resources, and supply management. I also bring proven experience in developing health information systems, monitoring and evaluation, strengthening decision-making and institutional response capacity in decentralized settings.

Rebecca Oswago

Psychologist with 18 years of experience in humanitarian settings, specialized in Mental Health and Psychosocial Support (MHPSS) and Sexual and Gender-Based Violence (SGBV). Her work has focused on supporting survivors of war, torture, and trauma in conflict zones such as Northeast Syria, Moldova during the Ukrainian refugee crisis, and the Kakuma refugee camp in Kenya.

She has led the coordination and integration of MHPSS services within health systems, trained frontline workers, and collaborated with international NGOs and UN agencies. She is a certified trainer in Clinical Care for Sexual Assault Survivors (CCSAS) and holds certifications in PSEA (Prevention of Sexual Exploitation and Abuse), HIV care, and Problem Management Plus (PM+).

With experience across multisectoral and multicultural environments, she provides technical assistance and training in trauma management, gender-based violence, and self-care for professionals and frontline teams.

Adeline Allégre Scaper

Agricultural Engineer with a PhD in Agro-Resource Sciences and solid experience managing a wide range of technical and scientific projects. She currently works as a Technical Support Engineer at Tata Consultancy Services, specializing in Microsoft Dynamics CRM 365.

She previously served as Vineyard Manager at Harwony SA, overseeing vineyard operations, export management, and regulatory compliance. Adeline also has extensive project management experience, having led research on natural hair dyes and managed plant cultivation projects in Uruguay and Brazil for Chanel Parfums & Beauté.

Her skills include biotechnology, cell cultures, and essential oil production. She is fluent in French and Spanish, with strong proficiency in English. In addition, she has teaching and translation experience, having worked at the Alliance Française and the Lycée Français of Montevideo..

Emmanuel Melgarejo Estefan

Is a Mexican physician and PhD in Medical Sciences, with over 15 years of experience in the health sector, both public and private, specializing in epidemiology, health systems management, and public health. He holds a Specialty in Public Health, a Master’s in Health Audit, a Master’s in Medical Sciences with concentration in Public Health and Epidemiology, and is currently pursuing a Doctorate in Public Policy and High Management in Health.

Dr. Melgarejo Estefan has extensive experience in direction, management, auditing, and prevention of health services across various institutions. He serves as an associate consultant, monitor, and auditor of clinical studies, as well as a health insurance reviewer. His work integrates evidence-based decision-making, epidemiological surveillance, and strategic management of health systems.

He is also a university professor and research advisor at multiple academic institutions, teaching at undergraduate, master’s, and doctoral levels. His academic and professional background is complemented by strong analytical and technological skills, including advanced proficiency in languages, information systems, and statistical tools.

Henry Balares

Attorney specialized in corporate law and public health legal advisory, with more than fifteen years of experience. He has served as Legal Advisor at the General Directorate of Inspection of the Ministry of Public Health of Uruguay and, during the pandemic, was part of the National COVID-19 Vaccination Commission, contributing in a context of high technical and public health demands.

In the corporate field, he has developed his expertise both at one of Uruguay’s most prestigious law firms and within the in-house legal department of a multinational construction company. His academic background includes his position as Associate Professor of Civil Law at the University of the Republic, strengthening a combination of practical experience and academic knowledge that supports his role as a strategic advisor in complex environments.

Graciela Pérez Sartori

Medical Doctor with specialties in Internal Medicine and Infectious Diseases from the University of the Republic. With a solid career in the public and academic sectors, she has held leadership, advisory, and teaching roles at the Ministry of Public Health of Uruguay and various medical institutions.

She served as Advisor to the Immunization Unit and the National COVID-19 Vaccination Plan, and was also a member of the National Vaccine Advisory Commission. Her experience includes clinical research, the development of national guidelines and technical manuals, and the coordination of patient safety programs and antimicrobial stewardship initiatives.

Her approach combines scientific excellence with health system management and institutional process optimization, contributing to strengthened health system capacities and evidence-based decision-making.

Lorena León Rincón

Occupational Therapist, Doctor in Education, and Specialist in Human Development, with more than 17 years of experience across the health, education, and social sectors.

She has led inclusive and intersectoral initiatives using rights-based and differential approaches to advance equity, accessibility, and social transformation. Her work focuses on the design and implementation of inclusive public policies and innovative methodologies that strengthen participation, diversity, and community engagement.

Julio César Medina Presentado

A Doctor of Medical Sciences and Specialist in Infectious Diseases and Intensive Care, he serves as a Full Professor of the Infectious Diseases Department at the School of Medicine, Universidad de la República (Uruguay). With more than two decades of academic and clinical experience, he has led national and international programs focused on infection control, liver transplantation, antimicrobial resistance, and public health policy development.

He has served as an expert advisor to the Ministry of Public Health and was a member of the Honorary Scientific Advisory Group (GACH) during the COVID-19 pandemic, contributing scientific rigor and strategic guidance to evidence-based decision-making.

His work bridges applied research, human resource training, and technical advisory in public health, with a strong emphasis on risk management, patient safety, and clinical innovation. Through an integrative vision, he has helped strengthen health systems to be safer, more resilient, and better oriented toward collective well-being.

Fiorella Cavalleri Ferrari

Health Economist focus and investigation line in planning of Human Resources in Health applying the methodology of dynamic systems, using modeling and scenario analysis to support evidence-based health workforce strategic planning in Uruguay.

For the design, analysis, monitoring and implementation of research lines the main activities are working with different big-data bases at local/international level. Particularly by the Ministry of Public Health data bases and others complex data bases of the public sector, connecting and articulating them with different academic programs, government and international entities for the development of adequate responses evidence-based, improving their efficiency and performance.

Gabriela Gómez Castillo

She holds a Bachelor’s degree in International Relations, a Master’s in Communication Management, and a postgraduate specialization in Political Communication. She brings extensive experience in government, international cooperation and negotiation, state protocol, and institutional communication.

She has held leadership roles and coordinated strategic initiatives, representing institutions in national and international forums. Her experience includes health diplomacy, regional and global positioning on public health issues, and the defense of migrant and human rights. She has also been part of multidisciplinary teams responsible for designing and implementing communication strategies related to public policy and the strengthening of institutional visibility.

Dan Cristal

Organizational consultant specializing in knowledge management, human capital development, and strategic facilitation. He supports public and private organizations in strengthening leadership capabilities, improving performance, and implementing technological and learning solutions. His work includes the design and delivery of executive training, mentoring programs, and organizational development initiatives in multicultural environments.

He has extensive experience as a lecturer and moderator in leadership, managerial competencies, medical ethics, human resources management, and E-learning. He has contributed to academic committees, curriculum design, and the management of digital learning platforms.
